I've even considered trying to find a cracked exe to allow me to run the exe directly. Most games can be maximised/focused by re-running their executable, but that doesn't work with GTA V.

If only there was a way of getting Steam to pick up an existing process as a streaming window. I don't think the low FPS is a result of low throughput, I get a super solid framerate on everything else, as jakob27990 says, I'm pretty sure it's do with the fact that it isn't the target window as far as the streaming client is concerned so it gets low FPS. I can then run GTA in a borderless window. In my case, I streamed Notepad as a non Steam game, hit F1 which opens the context sensitive help which allows me to see the desktop.
